Hearings
On February 24, the House Science, Space, and Technology’s Subcommittee on Investigations and Oversight held a hearing titled “Powering America’s Future: Assessing Policy Options to Increase Data Center Infrastructure.” The hearing examined existing policy and regulatory frameworks affecting the development of AI-related infrastructure, including permitting timelines, compliance requirements, and energy supply considerations. Members and witnesses also discussed factors related to expanding U.S. data center capacity and its potential implications for AI research and development. Watch the hearing here.
On February 24, the House Ways & Means Committee’s Health Subcommittee held a hearing titled, “Advancing the Next Generation of America’s Health Care Workforce.” Members and witnesses examined strategies to strengthen and train the health care workforce, including the essential role universities play in preparing, supporting, and expanding the next generation of health professionals. Bills Introduced
The Biodefense Diplomacy Enhancement Act (H.R. 7653) was introduced by Rep. Keith Self (R-TX). The bill would require the Secretary of State to develop a “NATO Biodefense Strategy” and expand NATO capabilities to research, develop, and deploy biotechnology for international security. The Workforce Development Through Post-Graduation Scholarships Act (H.R. 7594) was introduced by Rep. Darin LaHood (R-IL). The bill would exclude certain post-graduation scholarship grants from gross income, in the same matter as qualified scholarships, to promote economic growth. Read the bill text here.

Department of Education Announces Interagency Agreement for Foreign Gift and Contract Reporting
On February 23, the Department of Education announced a new interagency agreement (IAA) with the U.S. Department of State. Under the IAA, the Department of State will assist with oversight of Section 117 foreign gift and contract reporting for institutions. Read the press release here.
